It says, "No Diving - shallow rocks". The Onion carving, I suppose, meant that this was a contribution from The Onion? That's a spoof newspaper by the students that's rather alarming, since I thought it was a real paper and totally freaked out when the headlines went:

"Corpse of Real Michael Jackson Found"

I was like, "OMFG - How long have I been away for?!?"
